Garantia Safra emerged in 2002, created by the Ministry of Agrarian Development (MDA), being financed by the National Program for Strengthening Family Agriculture (PRONAF) and administered by Caixa Econômica Federal, linked to MAPA (Ministry of Agriculture, Livestock and Supply).

What is Garantia Safra and who can benefit?

Garantia-Safra is fundamental support for farmers who depend on agriculture as a source of livelihood. 

Even in difficult years due to adverse weather conditions, such as drought or excessive rain, which harm the harvest, this social benefit seeks to improve the living conditions of these citizens.

To be entitled to financial assistance, farmers must have a monthly income of up to one and a half minimum wages, excluding rural social security benefits. 

In addition, they must have recorded production losses of crops such as corn, rice, beans, cassava, cotton, equal to or greater than 50%.

The aid is intended exclusively for families residing in rural areas and cultivating between 0.6 and 5 hectares of land.

The regions benefiting from the program include predominantly semi-arid areas, such as the Northeast and north of Minas Gerais and Espírito Santo. 

Thus, Garantia Safra aims to provide essential support, even in the face of possible losses in agricultural production.

How does this program work?

If you are a farmer and live in specific regions, meet the requirements and want to guarantee your rights, the first step is to check whether your state and municipality are registered in the program.

Signing up is easy, but there is one detail: you need to pay a fee of R$ 17. 

The municipality also contributes, disbursing R$ 51 per participating farmer. The state participates with R$ 102, and the Union puts R$ 346.66 on the table per quota made available. 

These contributions come together to form the Safra Guarantee Fund (FGS), which has been administered by Caixa Econômica Federal since October 2003.

Now, to be entitled to the Harvest Guarantee, it is important to join the program even before planting begins. 

When joining, it is necessary to present an active Pronaf Aptitude Declaration (DAP) and prove a monthly family income of, at most, 1.5 minimum wages in the previous 12 months, excluding rural social security benefits. 

In addition, it is necessary to plant between 0.6 and 5 hectares of beans, corn, rice, cotton or cassava.

If you were already registered in previous harvests, don't worry, as migration to the current harvest is automatic. 

But if this is not your case and you want to enter for the first time, just look directly at the DAP issuing institutions, such as the Municipal Agriculture Service or the Municipal Agriculture Department. 

How do I receive the benefit of the Garantia Safra program?

The value of the benefit, which is R$ 850 for this year, is defined annually, as is the number of farmers benefiting. 

Previously, the payment was divided into five installments of R$ 170, but due to the pandemic, it is now made in a single installment.

The payment calendar follows the dates of social benefits and can be checked at Caixa Econômica Federal branches across the country. 

Farmers can check when they will receive their payments whenever necessary.

There are three ways to receive the benefit:

a) Credit to a Digital Account or Digital Social Savings Account through the CAIXA Tem application;

b) Other payment channels for beneficiaries without a digital account (self-service, lottery and CAIXA Aqui) using their citizen card and password;

c) CAIXA branches.

Digital Social Savings, a free savings account automatically opened for beneficiaries of social programs, is an option for those who were already linked to Garantia-Safra.

For farmers without a CAIXA digital account and without opening Digital Social Savings, withdrawals can be made with a social card and password (self-service, lottery outlets and CAIXA Aqui).

Withdrawal is available up to 120 days after deposit. If it is not redeemed within this period, the benefit returns to the Harvest Guarantee Fund.
