What is the Social Tariff and who is entitled to it?

The Social Tariff is a benefit created by Law No. 10,438, of April 26, 2002, which offers discounts to consumers of Low Income.
People who wish to benefit from the social tariff must meet certain criteria, such as being registered with the Cadúnico or the Continuous Payment Benefit (BPC) and have an income less than or equal to half the minimum wage, R$ 651.00. A third criterion of the Social Tariff offers the benefit to people who are on the Single Registry with a monthly income of up to three minimum wages of R$ 3,906. However, there must be someone with a disability or illness in the house.
Furthermore, this patient must require treatment that requires the continuous use of devices, equipment or instruments that constantly require electrical energy.
How do Social Tariff discounts work?
The discount you will receive from the Social Tariff will largely depend on the monthly consumption of each household. They can range from 10% to 65%, up to a limit of 220 kWh, as shown below:
- 0 to 30 kWh spent – 65% discount;
- 31 to 100 kWh spent – 40% discount;
- 101 to 220 kWh spent – 10% discount;
- From 221 expenses – 0% discount.
On the other hand, quilombola families that are registered with CadÚnico can receive a discount of up to 100% if the monthly usage limit reaches 50 kWh, as shown in the data below:
- 0 to 50 kWh spent – 100% discount;
- 51 to 100 kWh spent – 40% discount;
- 101 to 220 kWh spent – 10% discount;
- From 221 expenses – 0% discount.
Therefore, there is no fixed amount of discount, what will vary is how much you are spending daily on your home.
How to register for the Social Tariff?
The inclusion of the population in the Social Tariff has become automatic since 2020 for those who are already part of the Single Registration or family that receives BPC – Continuous Payment Benefit. Therefore, you do not need to look for ANEEL to ask for a discount on your electricity bill if you see that you follow all the criteria.
The reason that made the government opt for this type of registration is the fact that people are unable to correctly inform them about the benefit and, at the same time, are unable to present the necessary documents.
Families that meet the criteria for receiving the benefit, but are not yet registered, are included by crossing data from the Ministry of Citizenship and energy distributors' systems. Automatic registration occurs monthly.
When can you lose the benefit or not register?
According to what the company that offers electricity, ANEEL, only those who fail to meet the criteria set out in the law or even fail to update data in social programs will not receive the benefit.
Furthermore, each beneficiary may be entitled to the discount on only one residence, even if it is rented.
You also need to be careful, as you may be prevented from registering if no one in the house has their name registered on the electricity bill. To resolve this problem, the local distributor can help and, therefore, you must go to the agency and regularize the information.
How do you know if you are already on the Social Tariff?
Normally, on your monthly electricity bill you will see the words “classification” where a message appears.
This message presents four classifications, where your house fits into it, with two options for the indigenous population, which are:
- B1 – Residential – Low Indigenous Income;
- B1 – Residential – Low Income Quilombola;
The other two options are for the population that has NIS or participates in the BPC and the classification will be:
- B1 – Residential – Low Income with NIS;
- B1 – Residential – Low Income Assistance. Continuous Social – BPC.

If you are moving house, know that you can transfer your Social Tariff, but, first of all, you must have your registration details up to date.
If everything is OK, you need to notify the energy distributor that you have changed residence so that the benefit can be removed from the old home and moved to the new one.
