The Senate on Thursday approved a bill to avert a rail strike, while rejecting separate measures to give rail workers additional sick leave and to extend the reflection period between management and work by 60 days.\u00a0<\/span><\/p>\n

The bill to avert the strike passed 80 to 15 with bipartisan support and avoids a catastrophic blow to the U.S. economic system before the holidays. It now goes to President Biden for the remaining signature.<\/span><\/p>\n

\u201cI am very pleased that both sides came together to avoid a shutdown that would have been devastating for the American people, for the American economic climate, and for so many employees across the country.\u201d Senate Majority Leader Chuck Schumer, D.N.Y., spoke about the progress of the vote.\u00a0<\/span><\/p>\n

Schumer submitted the votes Thursday afternoon, following negotiations between Republicans and Democrats on how to handle two expenses the condominium association submitted Wednesday to prevent the strike and give workers seven additional days of sick leave.\u00a0<\/span><\/p>\n

The railway workers' strike would create a 'paralyzing economic system, authentic to the industry' warns.<\/span><\/p>\n

The final agreement approved by the Senate had already been ratified by eight transport unions earlier this year. It will grant employees three days of unpaid leave, provided employers have received at least 30 days' notice before the time is taken.<\/span><\/p>\n

Four transport unions, representing only about 100,000 rail workers, say the agreement is unfair and threaten a nationwide strike unless the deal is expanded. They are asking for seven extra days of paid sick leave \u2013 a demand the union began to meet on Wednesday.<\/span><\/p>\n

Schumer set all three votes on Thursday afternoon within a limit of 60 votes.\u00a0<\/span><\/p>\n

This excessive hurdle to overcome made it much more complicated for the chamber to enforce the seven-day sick leave measure, which had tightened control among Republicans \u2013 much to the frustration of Senator Josh Hawley, R-Mo., who supported it. Five total Republicans in the Senate voted in favor, compared to only three Republican members in the house.<\/span><\/p>\n

\u201cI\u2019m going to vote for sick leave because that\u2019s what workers really want, and I\u2019m going to vote no for the underlying bill because I don\u2019t help, and employees don\u2019t support it,\u201d Hawley said. \u201cMy thinking is this \u2013 if we want to be a party for working-class individuals, then we\u2019d like to do something for working-class Americans.\u201d<\/span><\/p>\n

The reflection period received little help from the Democrats, which made approval with 60 votes more difficult than if the vote had been held at the 50-vote limit.<\/span><\/p>\n

\u201cI think most of us would help with that. The question is: any Democrats?\u201d Senate Minority Whip John Thune, RS.D., spoke on Thursday about the cooling-off period, which was introduced by Senator Dan Sullivan, R-Alaska. That vote failed 26-69.<\/span><\/p>\n

However, regarding the underlying bill to prevent the shutdown, even Democrats with enhanced and stressful treatment for railroad workers are reluctant to say they would vote against it \u2013 even without the extra sick leave.\u00a0<\/span><\/p>\n

\u201c"I think there's a lot of effort put into fixing this problem before it has a disastrous financial effect," said Senator Richard Blumenthal, D-Conn.<\/span><\/p>\n
