The Continuous Payment Benefit, better known as BPC, is provided for in the Organic Social Assistance Law (LOAS) number 8,742. 

Implemented by President Itamar Franco in his government, the value aims to offer a minimum wage for elderly people and people with disabilities who come from socially vulnerable families. The benefit was established in December 1993.

The monthly payment is granted by the INSS to those registered who receive the benefit. However, the payment does not entitle you to a 13th salary, but it is something that is also being discussed.

Who is entitled to the BPC benefit?

It is important to understand that the BPC benefit is not a retirement. This is a benefit system that aims to contribute to seniors over 65 years of age who are part of families with a per capita income equal to or less than 1/4 of the minimum wage.

For example, in the case of a family of a couple with one child, who shelters an elderly person and receives only one minimum wage as income, this elderly person will be entitled to the benefit.

Bearing in mind that the monthly family income per capita will be R$353, which makes it fit the program's requirements. Income of ¼ of the minimum wage is also a factor that determines whether a person with a disability will receive the benefit.

As it is not a retirement, the program does not pay a 13th salary and does not provide a death benefit. Furthermore, it is not necessary for the person to have contributed to the INSS for a period of time before accessing the BPC. In the case of a person with a disability who has a per capita income that fits into the program, it will also be necessary to undergo a medical and social assessment at the INSS.

Before requesting assistance, the family will need to be registered in the Single Registry, so that they can then apply for the BPC benefit.

Step by step to request

If the family is entitled to BPC, the first step to requesting the benefit is to look for a Social Assistance Reference Center (CRAS) in the region to do the Single Registration. The objective is to prove that the family is in a situation of social vulnerability through registration.
