On December 20, 2023, the Senate approved the bill that will benefit 2.5 million low-income students with the Secondary Education Grant.

The proposal, which goes to presidential sanction after being approved without changes in relation to the Chamber's text, provides for a financial incentive. 

In agreement with deputies, the government is authorized to use up to R$ 20 billion in the program, with R$ 13 billion coming from surpluses in the Social Fund linked to the pre-salt.

The text about proposal from deputy Tabata Amaral (PSB-SP), reported by Senator Teresa Leitão (PT-PE), has the merit of encouraging teenagers and young people to remain in high school and complete this crucial stage of basic education. 

The senator highlighted the importance of promoting the retention of students, especially those in vulnerable situations, aiming for comprehensive training and quality secondary education. 

Teresa Leitão rejected the amendments presented in plenary, arguing that some issues will be addressed in the regulations, preventing changes from forcing the text to return to the Chamber of Deputies. 

The rapporteur reported having proposed only one editorial amendment for adjustments, according to Agência Senado.

What are the requirements for the Secondary Education Scholarship program?

Based on IBGE data, Teresa noted that, in 2022, 7.8% of Brazilians between 15 and 17 years old were out of school, which is the age for secondary education. 

Furthermore, only 75.2% of adolescents in this age group were enrolled in high school. This highlights the importance of the project, according to her.

To be entitled to the High School scholarship, the student must:

  • Carry out the registration at the beginning of each academic year;
  • Maintain a 80% school attendance of the total teaching hours (the Education Guidelines and Bases Law provides for 75%);
  • To be approved in all subjects at the end of each academic year;
  • Participate in Saeb exams and assessments by other federative entities, when applied;
  • To do the And either in the last year of public high school;
  • Participate in Encceja, in the case of the EJA modality.

It is up to the Ministry of Education to verify whether the student meets these conditions.

How does the Secondary Education Scholarship work?

This stimulus will be aimed at low-income students who are attending high school in public schools, in all modalities, and belong to families registered with the Single Registration.

Priority will be for those whose monthly family income per person is up to R$ 218.

In addition, students enrolled in Youth and Adult Education (EJA) classes aged between 19 and 24 will also benefit. 

The selection of students will follow CadÚnico criteria and may include other criteria related to social vulnerability, full-time school enrollment and age of the student selected. 

Where will those approved be announced?

The list of beneficiaries will be made publicly available on the internet.

The approved project allows the government to allocate most of the program's resources for immediate withdrawals, reserving only a third for long-term savings deposits, which can only be withdrawn after completing high school. 

The specific amounts to be distributed to students have not yet been defined, but there are estimates: it would be possible pay R$ 200 monthly, throughout the ten months of the school year.

Upon confirmation of enrollment, in addition to an annual deposit of R$ 1,000 into savings, redeemable upon completion of secondary education. 

The final amounts will be determined through an ordinance.

Payments will be subject to four main requirements: enrollment in the respective years, minimum school attendance (previously 75%, now increased to 80% after negotiations in the Chamber), approval in the academic years and participation in periodic assessments, such as Enem and Saeb.
